Mismanagement, inequity and turnovers plague Oregon’s Department of Early Learning and Care, a new story from InvestigateWest shows. The agency is responsible for more than $1.3 billion in early learning investments and has seen more than five managers and directors leave the office in the past 18 months, with some employees describing office culture as “toxic.” Kaylee Tornay is an investigative reporter who has been reporting on this issue.
