Why isn't Gene Banks' Duke jersey retired?

Gene Banks is the 1st ever McDonald’s All-American MVP and he is known as the one who jumpstarted Duke University into a national power. Banks helped lead Duke to the National Championship game a Freshman after a losing season. He was the ACC Rookie of the Year, ACC Scoring Champion, 2x NCAA All-American. He went on to be the 28th overall pick in the 1981 NBA Draft where he went on to have a great career in both the NBA and a legendary career overseas. However, despite all this success, Gene Banks' Duke jersey is not retired. Why not?
