Indiana banned cell phones in their classrooms… Why didn’t Utah?

Indiana passed a law that banned cell phones, tablets, laptops, and gaming devices in schools. Of course, this exempts educational purposes with a teacher’s permission, emergencies, etc. Why didn’t Utah follow Indiana on this? Aimee Winder Newton, Senior Advisor to Gov.
