Would the ACC ever consider downsizing to give top programs more money?

In the day of conference realignment, would it be beneficial to the ACC to contract some schools to create a better group of matchups each week? But with that brings the question: what schools would be retracted? North Carolina football, NC State football, Clemson football, Florida State football, and other major brands would most definitely stick around.
