Trump proposes "dividend" to Americans if Republicans keep control of Congress after midterms

President Trump is rallying his base and hoping to appeal to more Americans ahead of the midterm elections by promising a $5,000 check to each American. The check would only come if Republicans maintain control over Congress. The announcement got quite a rise from folks attending the special GOP convention in Texas last night. But today, the promise has caused a lot of concern and heartburn from both sides of the aisle. Is it a false promise? A case of bribery?
