A Utah proposal is causing a stir for some landlords and tenant groups . This new proposal would essentially raise property taxes on rental property owners... by limiting a residential property tax exemption.  Senator Dan McCay joins the show to explain the intent behind the proposal. Paul Smith, Executive Director of The Rental Housing Association of Utah,  shares concerns around the legislation.
