The city of Denver has been pushing folks to complain about their neighbors, but the campaign hasn't resulted in significant water reductions. If shaming doesn't work, what's the best way to get people to conserve water? At the same time, everyone's talking about this impending super El Niño and what it could mean for Utah this winter.
