Is the ACT still necessary to get into college?

We have mandatory ACT prep in 9th grade. Junior Appreciation Day 4 hour test 2000 colleges and universities don't require ACT or SAT scores. 1.4M kids take the ACT. .0025 of those kids get a perfect score.
