Are the future plans of downtown SLC already a done deal?

For the Smith Entertainment Group, this project is about pumping life into downtown. The head of the remodel project, Mike Maughan, an executive with the Smith Entertainment Group, says they could put the development anywhere, but they're focused on SLC. KSL NewsRadio's Adam Small brings us the latest. Last night, there were lots of discussion in a SLC council meeting about what a new downtown would look like. One council member was hoping to squeeze out a last little bit of breaking news. KSL 5 TV's Lindsey Aerts was at the meeting and joins D2 with all the updates. Is this plan already a done deal?
