Why does the proposed constitutional amendment talk about foreign money?

We've been talking about the proposed constitutional amendment that would give the Utah state legislature the power to amend or repeal voter initiatives that have been passed. The amendment starts with a paragrph talking about preventing foreign money from affecting the initiative process. Why?
